Local council have discontinued the e-car club, possibly because nobody was using it. I always thought it a bit daft to put a facility like that in a car park nearly a mile away from the train station. At the train station it would have been a bright idea.
Anyway......
Good little spot to charge, especially now there are two points available.
If the unit is dead, as it sometimes is, it is a good idea to speak to one of the uniformed parking officers who, if asked very nicely, will untrip the trip switch - there is usually one in the office just to the left of the entrance barrier.

2 spaces but 1 is permanently occupied by a local council e-mail club vehicle that is hardly used and always blocking the space.
